Studio apartment in Cebu city is what I am after but for under 10k peso.

There are many in Sun Star on a daily basis, studio the lot. The ones that best fit your description have no price, but here's a sample:

Executive Apartment 2 bedrooms and two toilets and bathroom P9500

Executive Apartment 1 bedroom and one toilet bathroom P6500

Sala (lounge), kitchen, dining, and garage!

Guadalupe (just outside city proper)

I know nothing about the above just that it was advertised.

There are many including studio flats in the city, but mostly without prices!

you can get a decent apartment for < 10K pesos but don't expect too much.
