Given its continual Tory underfunding, I don't find it hard to believe at all. Unfortunately.

The NHS spent £10bn on a patient database that was never rolled out about 5 or 6 years back (back when a pound was really worth a pound!), unfortunately in doing so they sucked the IT budget dry for years. It does not surprise me at all that since the financial crisis cuts they have been making do rather than modernising.

NZ's had more than it's fair share of project failures/cost over-runs.

It's manna-from-heaven for the Tories who'd like to sell the NHS to a "more efficient" private sector.
