Cant help you at all on Homebush Road but after checking Wellington City Council's website for properties on Homebush Road it came up that the place is actually Khandallah (ie not a less expensive suburb passing itself off as Khandallah) and it is possible to check the capital value (note, this doesn't actually mean the price the place may be worth if it was sold/rented out).

Thought it might be of interest anyway.

Homebush Road specifically

Bin bags – you buy them in the supermarkets but you can only use the Wellington City Council Bags – ie you can’t use regular black bags. Recycling – it used to be that all your recycling had to fit into the council bag but they realised that the rule was a bit stupid. You can now put it all into plastic bags if you want. You can’t just leave it in a pile outside the house tho – wellington is far too windy for that.

Otherwise you can arrange to have a wheelie bin and a little man can come and take your rubbish away and give you your bin back.

Depending on the type you want, there is a warehouse in Johnsonville (about a 5 -10 min drive north) and there is a spotlight in Thorndon, about a ten min drive south in the city. Actually I am not sure spotlight still is there. Otherwise there is a store called Farmers which always has stuff like that. Unless you want really posh stuff but then you would have to find the store yourself cos I have no idea where they are  Probably kirks…
