True, it is not about putting extra layers on. Cold and damp housing make people (especially kids) sick.

No kidding! My 2 younger ones have, at various points this winter, been so sick with colds and coughs they just can't shift off their chests. We have 2 dehumidifiers and I have just invested a whole load of $$$s in a Vicks vaporiser. When our lease comes up for renewal, we are leaving our cold, drafty, damp, mouldy and dripping-off-the windows-with-condensation -every-morning-and-evening house. We now have a much better idea what to look for in a house an am looking forward to buying our own home at some point next year.

New Zealand's climate is too cold for housing without insulation and proper heating. The WHO recommends a minimum indoor temperature of 18° and if babies or elderly are present 21°. In New Zealand the average temperature is 16°. That is why we have such a high number of infectious diseases (typically seen in third world countries) in New Zealand. Much higher than in any other developed country. All contributing to the abysmally high death rate among adolescents in New Zealand.
