AIRPETS at Heathrow - they were fantastic with our moggie, and they also handled my friends spaniel when they came, and she was fine.

Just a wee note, you don't need a Pet Passport unless you are planning on bringing the dogs back into the UK. The rules and regulations around importing pets to NZ are completely different to the Pet Passport scheme.
