Nzqa/eoi

Is it necessary to have qualifications recognized by NZQA before submitting EOI?
(Teacher and midwife/nurse.)
Or can we get on with both at the same time?
I have trawled the NZIS site till my eyes are swimming and am unclear about this.

It cost me NZ$75 for the first NZQA number and it took ten working days. The second one for the ITA meant sending in the originals and photocopies of my qualifications and it cost NZ$450 and took 20 working days.
