You could try asking them HERE

Reading HERE it would seem that to be taken on as a recruit you will need to have Permanent Residency Mark.

I would like to say that I really admire your grit in wanting to come to NZ.

Yes, you do need PR afore you can apply for the police, that's what they told me anyway. Think it is different if you have experience as a police officer in the Uk however. I think they get a job offer first then the PR is sorted out afterwards.
