We still qualified after three years (plus 9 months wating for it to be processed) The rules changed and now it is 5 years. There is a cut of date, ie if you are/were a PR before a certain date its three years, if not its five years. Im not sure what that cut off date is, the Dept of Internal affairs website will have the info.

It depends on when you applied for PR. The cut off date is (from memory) 21 April 2005, and the 3 year concession only stays open until 21 April 2010.

http://www.citizenship.govt.nz has all the information.
