Seems things are on the turn ...

Net migration has fallen to the lowest level in three years, as the number of Kiwis moving across the Tasman climbs and temporary and student visa holders return home.

Statistics New Zealand said annual net migration fell to 62,700 in to September 30, a drop of 8300 on a year ago, and the lowest level since October 2015.

So...Statistics New Zealand has adjusted the way it measures migration and, wouldn't you know it, the new system shows a substantial reduction in migration. Politically convenient or much needed change? I'll let you reach your own conclusion folks.

With improved technology i am surprised that a simple passport/visa scan does not tell them all they would need to know, pretty much paperless

Agree.

At first glance somebody has identified that having to fill in, check, and then scan in paper forms is a waste of time, money and effort if there is already a computer record of entry tied to the passport which is checked on exit.

Presumably part of the project will be identifying why one method might give different figures from the other, and if this is an improvement in accuracy.
