Looking at few other links, yahoo suggest that they are proportionally allocated counted as fractional votes
e.g. 150 voted for Candidate A, and he needed only 100, then rather selecting 50 of these as surplus votes to decide a second preference.
Instead all 150 second preferences are counted but as fractional votes, worth only 1/3
i.e. 50 excess/150 total = 1/3
which makes more sense and would be easy enough to do with a computer program.
