But, recently I've interviewed people just back from UK (all Kiwis) who wanted CEO money.
Is the UK paying huge bucks just now? Should I go back?

We're hiring software developers, ideally intermediate to senior levels, but several I've spoken to recently who are coming over from the UK, including returning Kiwis, seem to have expectations in the region of $150k+ (Ok, admittedly not quite CEO money, but very high by NZ standards!).
Nothing I've heard recently about the UK job market has suggested that rates are high there, so I'm curious where these high expectations are coming from?

I'm theorising here, however;
Without giving too much about my employer away I work in the inforamtion sector. As a whole and very generally we provide information to the Financial (market information) and Legal (primary law and secondary law. Legal commentary, etc) sectors.
However there is a move in this industry and as I understand it many other information providers to other industries to move towards software, presumably because the deals are much, much bigger - seven figures per annum over several years, as opposed to 5 figure deals that are renewed year on year.
Therefore, speaking for the UK there has certainly been a spike in my business of software developers and sales people who are coming in on better money than the exsisting minions, a lot of the time significantly so.
So, to answer your question - it IS certainly likely that with companies trying to attract the best software talent than in the UK better basic + OTE packages have been being offered for the last 2 or 3 years.

I'd say their expectations are based on want and not facts. Job market over here just would not be able to cope with those types of salaries for those types of jobs. Their living in cloud cuckoo land

Obviously one would expect to get the same salary here than in London if one considers that the cost of living in Auckland are as high as in London. So I guess Nz needs to raise salaries to attract the good developers or settle for less talented ones.

They've (the returning kiwi's) come back to NZ with UK salary expectations. Ex-pat Brits in NZ get criticised for doing that. They've come back to NZ on sentiment, now reality is staring them in the face.

The IT market has change a lot in the UK over the last 20 years. When I first moved to London to work for Xerox a day rate for basic tech support was about £150-200. Now the same job can be done by an Indian for a fraction of that. I was recently looking at roles paying less than similar ones 10 years ago. Only people with very specialist skill sets are able to demand big bucks.
The is no way I can get the £2000 a week I used to be able to earn during the IT bubble. I'm luck if they are paying £1000 a week.
