HNC & ONC mechanical engineering

Hello,
My husband has a HNC & ONC in mechanical engineering specialising in Fabrication Welding. He has 7 years of experience but only up until 1992 when he changed careers. Does anyone know whether these qualifications would entitle us to apply for the skilled migrant category for residence in New Zealand. Mechanical Engineering is on the long term shortage list however I am unsure whether my husband has the correct qualifications. Also as he has not worked in this field for a while would he still be entitled to qualify???

Secondly, his main occupation is a Class 1 HGV driver. Has anyone managed to get a job with an accredited employer earning 45,000 NZ dollars? If so, how and where do you send your CV. Is there any advice you can give to put on the CV?

Any help would be appreciated.
