I'd just like to know..

which is the best city/town to live in for someone new to the country and do not have their own vehicle to get around.

I'm planning to move to NZ for the year and would like to find out from those who had been through it all.

In my opinion that would be either Wellington or Christchurch. Sure, Auckland has buses, trains and ferries. However, with Auckland's horrible roading, expensive buses and crappy trains I'd give the nod to Wellington or Christchurch.

I live here in Christchurch, yeah. I'm carless, so I have a pretty good idea of public transport here in Christchurch.
