Drainlaying and groundwork is covered by the PGDB of NZ.
You'll find it on the Immediate Shortage list - 334113 . It needs an NZ register level 4. That would be an NVQ 3 or above
However.....Please contact the PGDB registrar HERE
about this.
The PGDB govern groundworkers here. They are the plumbing, gasfitters and drainlayers board of new zealand.
Please read this LINK
You should note that Drainlaying is looked on as a stand alone trade here. These people do four years apprenticeship to attain the standard . That standard is the NZ National Certificate. It is regarded as specialised.
Your friend would have to prove the same and more. Pass the preliminary assessment and then go on to apply for PGDB registration. This is what is needed to satisfy NZIS = New Zealand Immigration Service.
The Prelim. PGDB assessment may be enough if he can show formal training and an NVQ level of above level 3.

I don't think the CSCS card will be sufficient, when I gained my cscs I just had to do a basic safety exam and show my C&G and apprenticeship papers.
I do believe it is equivalent to a NVQ but not sure what level.
