Bo' is right though, ideally we'd let everyone have their shot + 2 weeks before we can move onwards. This is why I'd like a border reopening date announcement once vaccine centres start to get empty slots, it will push more fence sitters.

I'd suggest the end of or turn of the year per the original plan. Maybe even over the holiday period if Oz can somehow sort themselves out. Otherwise probs after the summer shutdown. Families traditionally camp in in and around NZ anyway during shutdown. Autumnal harvesting not being until ....Autumn. Construction being on hold 'til mid Jan.
Fence sitters will need some sort of push and/or enticement. They want to travel? They get vaxxed & carry ID for that. They too lazy or do not care about others ? They get maybe an incentive ( I would favour an electric goad) . They iz nutters or think it is a sky fairy throw of the dice ? They get eff all even if they get sick. Just a one man tent in a field far far away.
As NZ becomes vaxxed it moves into the next stage despite the hitch in having opened to Oz when it really should not have.

Looks like minimum to get out of Auckland before December might be swab up the nose test
