Default Building Rights New Zealand

Been looking at land on New Zealand Real Estate sites, a number of them say 'Building Rights Guaranteed'. I searched the Forums for some answers and can't find anything.

What does this mean, is it the same as Outlined Planning Permission?

How hard is it to get planning permission on the South Island?

Outline planning permission doesn't exisit in NZ. Instead you need to obtain resource consent and/or subdivisdion consent for building works. Your likelihood of achieving these is dictated by the Local Plan for the area and this is prepared by the policy team of the local Council. 'Building Rights Guaranteed' probably means that local plan policy is amenable to development in this area or that the landowner has achieved a subdivision consent and so the land has been lotted.
