Default Bribery: How does it sit with you?

Now I'd always assumed that bribery was pretty illegal but apparently not only is it legal to bribe a foreign public official, it's tax deductible.

Income Tax Act 2007. DB 45: Bribes paid to public officials. Section 3: Exclusions.
This section does not apply if -
(a) person A gives the bribe outside New Zealand and, at the time, the bribe is not an offence under the laws of the foreign country where the principal office of the person, organisation, or other body that employs the foreign public official or for whom the official provides services is situated:
(b) the bribe is given wholly or mainly to ensure or expedite the performance by a foreign public official of a routine government action when the value of the benefit is small.
This would have to be a very entertaining question for Mr. Key: "Tell us Prime Minister you assumed office on 2008 and have not amended the Income Tax Act of 2007 to exclude bribery in the intervening years. Does this indicate you're OK with New Zealanders using corrupt practices as long as it's not in your back garden?"

Much as I dislike bribery I think it's an unfortuate fact of life that in certain societies bribery is the ONLY way to ensure speedy and effective service (or indeed any service) So actually it's quite an enlightened bit of legislation that says 'we wish it wasn't like this, but sometimes it is, so if it is you can play the game'. That being said even in those societies I doubt they have explicit laws that say bribery is fine and dandy.
