If it's the brake check you're talking about, any bike workshop can issue that, and you need one before the Warrant of Fitness.
The "certificate of compliance" is issued by the bike manufacturer to state that the model conforms to set standards, and you'd need to contact the bike's maker to get one.
If it's an older bike, you won't get one and don't need one. Mine's a '95 and breezed through all checks after arrival.

We brought in a 97 Harley sportster and had no end of trouble with the Comliance testing centre. We had certificate from Harley stating bike in original condition etc made no difference.
Luckily we had the local dealership on our side who helped us fight compliance. Compliance tester kept on moving the goal posts. Not funny at all. Dealership did what was needed to get through compliance then changed it back as it was safer the way it was, also it would have failed W.O.F had it have been left as complinace wanted it.
Whole system is a mickey mouse one.
