1 year waiting period for any British passport holders who have been out of the UK for one full tax year/have not paid income tax in the last full tax year.

1 year waiting period for any EU citizen before qualifying for NHS treatment based one one year period Income tax qualifier.

1 year waiting period for any non emergency treatment for non UK/EU patients - based on one year period Income tax qualifier. Non payment of lower level of IT will result in exclusion of any adult.

All of these measures would stop the flow of the UK's resources flowing into areas where people have done nothing to contribute to the UK's exchequer.
