I'd second Enterprise. I had a new Ford Fiesta (40mpg, manual box) for 9 days in April @ $230 all in. Apparently that was their internet rate with a 600 pound deductible. They try and sell you a lower deductible with a higher rate of course An Auto box would have been another $100 or so. Avoid renting from major airports too.

Try Autoeurope. It seems to be an agency that trys to get you a cheap rate from the major renters. We got a car from Europecar a few years ago in Germany and they were reasonable. We went back to them (Europecar) to hire a car earlier this year in Scotland and they were reasonable again.
