If you are referring to the K-1 fiance visa process to the USA, the requirement is that you must have met in person at least once within the past 2 years (not that you have to have been in a relationship for 2 years).

Assuming you're talking about the American K-1 fiance visa, you only have to have spent time together in person at least once within 2 years prior to starting the process. You don't have to have been together in a relationship for 2+ years.

Mark and I met online in Feb 2002, met in person in Sept 2002, and started our K-1 visa process a month later. He had his K-1 visa in hand exactly 1 year, 1 month and 11 days after we first met online.
