AT&T will be able to tell you how to unlock the phone, but they will not give you the code unless the phone is owned by you outright (not on a payment plan) or until you have paid anything you may owe if you cancel your contract early.

Bought an iPhone 5s (gold;-) so called factory unlocked on ebay...not a bad price. Took it to the Genius Bar at Apple same day. They opened the box, turned it on and it was locked into T-mobile. Three "genious's so called apologized profusely that people are making a fortune as liars before the phones are truly factory unlocked. Told me factory unlocked arrives at least 2 months after the latest phone goes on the market. Advised me to go to Tmobile. Decided to go to AT&T my contract company for 10+ Years. The manager unlocked it and put me on a month to month contract. Now just to change the SIM card when I get to the UK. One less thing to worry about.
