TOR - less than 12 months outside EU. Help!

TOR - less than 12 months outside EU. Help!
Hi! We moved to Australia early September 2018 and plan to move back to the UK at the end of September this year.
It states on the TOR application that you have to have lived outside of the EU for 12 months or more.
- we have evidence of air bnb and rental agreement that we can provide but would it be calculated on the time you apply for TOR or the time of arrival back to the UK? If the later, we would just about be ok.
I cannot find any information about this online.
Has anyone been in a similar situation?
I guess if you do not meet the above criteria then you will have to pay tax and duty on the value of our goods. This then affects what we might ship if we have to pay tax.
