Default Proving UK residence on transfer of residence form

Hi all. We are in the process of moving back to the UK, and just completing some forms our for a small shipment.

On the transfer of residence form for UK customs, we are asked to provide proof of UK residency in the form of a UK rental agreement of employment agreement. The only trouble is that we will be living with family (so no rental agreement) and won't look for work until we are back there (so no employment agreement). I am actually going to carry on working for my NZ employer for around 2 months, so they will be my employer initially.

What do you do in this situation?

I am also staying with family initially when I go back, I got my sister to send me a copy of her rates bill as evidence of the address and an explanation in a covering letter.

I have read somewhere this is acceptable.

Our son moved back to stay with us until he found his own place and I seem to recall doing something similar for him with his ToR. Once here we had to write and sign a declaration that he was staying with us and provide a utility bill in our name in order for him to prove residence to open a bank account and also to get a NI number.
