Default Proof of vaccination to avoid quarantine when entering the UK from non EU/US

A friend of mine is travelling to the UK from Japan in October and will be full vaccinated. I am wondering if they can avoid quarantine in the UK and if so what proof do they need to show?

According to the UK Gov website you do no have to quarantine if you are vaccinated however it also states the vaccine must be either
"a UK vaccine programme overseas, approved by the MHRA"
or
"an approved vaccination programme in Europe or the USA – not all are recognised in England"
Im wondering does a Pfizer vaccine from Japan fit somewhere into this....
Or has anyone attempted this from a non EU/US country and been successful?

According to the link you posted, only these groups arriving from amber listed countries qualify for quarantine-free arrival to the UK:

Approved vaccines

You must have been fully vaccinated under one of the following programmes:
  • UK vaccination programme, approved by the Medicines and Healthcare products Regulatory Agency (MHRA)
  • UK vaccine programme overseas, approved by the MHRA
  • an approved vaccination programme in Europe or the USA – not all are recognised in England
The UK vaccine programme overseas is defined as:

UK vaccine programme overseas

The UK vaccine programme overseas applies to:
  • residents of the British Overseas Territories, Channel Islands and Isle of Man
  • crown servants, UK government civilian and military staff and UK government contractors posted or based overseas
Unless your friend fits the above criteria, they will have to quarantine in accordance with the rules.

As the rules stand, he cannot avoid quarantine even if double jabbed as he's not resident in the UK/US/EU and at the moment those are the only countries that are exempt. However, there is a plan to roll that out to other countries, so tell him to keep an eye on government announcements.
