Hi. Sorry you and your sister have been hit with such an awful situation. I can't really help but I remember once in a lecture during my nurse training a conversation about having private hospital teatment. Something along the lines of say you had a breast enlargement op and chose to have it done privately either here or abroad. If then you had complications some time down the line as a result of that op the NHS would not give you free treatment to sort it out. So as your sister has had alot of treatment in the US there may be some sort of issue. Your best best is speak to your GP surgery or NHS direct.

I'm not criticizing anyone's healthcare system....I'm only suggesting that a British citizen away for only a little over a year, should be able to slot right back in, anything else is pretty bizarre.

In your case you would have been admitted as an emergency but in the case of the OP's sister she will be presenting with a pre-existing condition for which they will realise that she has received prior treatment and they will want to know the history.

Also, and I had this too. Flea was coming to stay - that is different than arriving on holiday. Roughly speaking if you come to stay then you are entitled to medical treatment and that is it.
I had a problem with my P85 - which is the form I used to leave the UK - which should have disabled my NHS entitlement. They had not actioned it. I was still registerd with my doctor. The Revenue asked me to fill in another. I fell ill went to the doctor who said that I was now not registered. He registered me because I explained what had gone on and went to Addies and was asked if I'd been in the UK for a year. There was a pause whilst they sent for Samantha (who you don't want to mess with). I told her exactly what was going on and later emailed her a copy of my Council Tax bill.
She made 2 points very clearly. Firstly your NHS benefit does not derive from your citizenship and secondly your proof of residency cannot be a bank statement. The latter is based on a flawed logic.
I did come with a pre-existing condition and because I am a genuine resident - in her view intending to stay for more than 6 months then I met with no resistance because I was entitled to treatment.

I am delighted the NHS were able to treat and save your dad, and he must feel very lucky.
And notwithstanding my honestly held best wishes for you both, this is exactly the kind of situation where the NHS needs to get it's business head on
They should have charged your dad, who should have handed it over to his travel insurance company (which he did have in place, didn't he?!), and the NHS should have clawed back many thousands of pounds for treating a non-resident.
The biggest and proudest achievement in the NHS history is that is was never set up to be run like a business. It's biggest failure is that it was never set up to run like a business. The UK population simply cannot sustain the levels of fantastic care it offers without getting tough in some areas.
Your dad was subject to positive discrimination really - he was originally British and no further questions were asked. In the same situation, I would keep my head low and thank my lucky stars - but I don't know if I am principled enough to run after them saying "oh no, please do send an invoice".
