Default National Insurance # /student loan

My son is now in Edinburgh and needs an NI number.
He has been in touch with the NI people to find out if he has a number already. He doesn't - apparently we left the UK shortly before he would have been sent one.
Unfortunately, due to covid they are not issuing NI numbers right now
As a masters student he is eligible to get a loan to pay for his post grad tuition but has been told he will need the NI number to apply for it.
Any ideas anyone?

Unless he’s been resident in the UK for the last three years then he won’t be eligible for a PG loan.

He's been resident in the Netherlands for the last 3 years and apparently that works.

Checked the small print for Scotland and that is the case providing he was ordinarily resident in Scotland before he left the UK.

The DWP doesn’t seem to be issuing new NINOs excerpt for those who entered on a visa. What age was your son when he left? Did you ever claim child benefit for him?

we had been living in the US approx 5 years when they sent my daughters NI# to our US address.

If you claimed Child Benefit then he should have been assigned a NINO but I take it he’s already tried the lost number service?

He had been assigned a number and had to send in a copy of his birth certificate/passport to have it sent to him. Should be with him this week.

Resident in Scotland or in another EU jurisdiction qualifies for student loan. (But not in England, Wales or NI) These rules will change on 1.1.21
