Can anyone tell me how a foreigner working in UK get National Insurance number? Is he supposed to apply for it himself or it is the responisibility of the employer to provide NI number to its employees?

It is your responsibility to get your NI number. When I did it 7 years ago, got mine at the local DSS office.

If I remember rightly - when I applied for an NI number when I had just left school in Britain, I got the forms from my local Post office -filled them out, sent them off and had a NI card/Number sent back.
Ask in your local Post office in the UK.

I was told by DWP in the UK on 29th July 2003 to go to the Jobcentre Plus office on return to the UK.
