I m moving back so that he can earn status of home student in England but he ll stil be short of one year after completing his Alevel. Is there anyone who is in the same boat. Re: HOME FEE STATUS

Some universities are 'flexible' on this rule (3 year residency). All depends on how keen they are to get the student.

You should approach the universities he applies to. No point in appealing to the Education authorities.

What is/was your status in Qatar? British citizens who are working overseas on a contract, and who have not acquired either citizenship, or otherwise a "permanent right of residence", in the country where they are working, have reported some success in persuading universities in the UK that their period outside the UK was only temporary, even if that period extended to a number of years.

Re: HOME FEE STATUS

We got home status even after being overseas for almost 16 years.

When you put your choices into the UCAS form and submit the unis will come back and ask you to fill in a form to help them decide your fee status. I completed the form and asked for home fees and then sent lots of evidence:
* a letter from my husband's company saying that he was overseas temporarily due to his work and his home base was the UK
* a photocopy of his temporary visa
* flights home every year (invoices)
* we still had property so included the council tax demand
* son's provisional driving licence
* child benefit letter

Anything, really, that I could think of that would link him to the UK.

The universities came back with 'home fee' status within 48 hours.
