Help with TOR
 

I'm hoping to move back to the UK at the end of October, 2020 My TOR application has just been refused as I didn't include a packing list or proof of right or intention. I assumed - wrongly - that my UK passport and citizenship gave me right of abode and this was the 'right' bit.. It was my intention to stay with my brother until I found a suitable place to buy. I'm retired, so I don't have a job contract. I sent copies of my valid passport and utility bill.
I did declare that I was bringing my dog, but she should have been included on the packing list. I'm not bringing anything else into the country except my laptop, camera and clothes. (Basically, one suitcase.)
What would be the best way to proceed from here?
