No, you're right, they can't (or shouldn't) do it at random, you have to have some sort of connection to a benefit of some sort (though I've even had cases where friends or relatives have been questioned) and obviously they must have a suspicion, but it's a bit like the old chestnut that came up many times in court when an officer used to stop someone in car because they had a 'suspicion' of something. 'What was your suspicion?' 'He was weaving across the road.'! No way to prove or disprove that one.

Does it matter? All the countries seem to spying on each other anyway.

That free emergncy treatment for a visitor from NZ, just seems to be the same that any visitor to the UK (or non resident Brit) gets at the moment.
What any legal visitor to the UK will get if they have an accident or take ill, is free emergency treatment in A&E and a free ambulance ride to A&E if they need it.
But treatment not in A&E i.e. X -rays; a stay on a ward; follow up treatment etc (all the expensive stuff) are all billed.
You can either check if a NZ resident gets those extras for free, or just play safe and get insurance before she travels.
Using the NHS for free when you aren't allowed it, will get a refusal for a spouse visa if that NHS bill is over 1k. The NHS and UKBA share information.

You can ask the GP when you call the surgery and they will give you the details - obviously you don't want to break the law. My surgery had a list on the wall of the countries that received free treatment and GP's are often fairly generous in their interpretation of the rules:
If the treatment relates to an existing medical condition, then a medical specialist must agree that it is needed to stop the condition getting seriously worse if it is to be treated under the agreement. If a new condition arises, the medical specialist must agree that you require the treatment promptly. In both cases, the need for treatment must arise during your visit.

The only thing we claim in the UK is child allowance as we've just had a baby. We receive the money into my wife's account but I made out the forms and I can assure you 100% that at no time did I have to declare my income. (not saying they didn't check in the background mind you).

Over £50,000 the benefit tapers off and at £60,000 you lose it altogether. You can opt to pay it back via tax or choose to stop receiving the benefit.
