and i thought all along that all uk citizens are entitled for the home rate,
doesnt matter whether the future student is a resident or not.
but in order to be qualified (to be exempt from paying upfrot, and so on...), one must be living in the uk for at least 3 years in order to be able to take a student loan with good payments opportunities and with no upfront payment...

IMO British citizens should be allowed home rate tuition. We took our daughter out of the UK when she was 11...that was our decision not hers...so why should she be penalised for wanting to go back home to uni? Also most students stay in the country where they've been educated. I'm sure in my daughter's case if she'd been to a UK uni she would be living and working in the UK now...instead she's contributing to the Canadian economy.

Be aware too, something I found out yesterday. If by some miracle I could afford International Uni fees for my son for a 3 year undergrad degree, those 3 years would NOT count as residency for a grad degree. In order to pay home fees for a grad degree he'd have to take 3 years off first. Apparently, by paying International fees for 3 years he would be considered as being in the uk solely to go to school, which wouldn't be true. Yes, I've had this confirmed by a Uni over there. If anyone knows different please let me know. This is never ending, I think I'll be here forever! So do I run home with my youngest, have her take a gap year and leave my son behind for him to do his undergrad and grad degrees here or stay here forever? Rhetorical question.
