The PC rules are changing for those that have a dependant: not sure when. We already know that PC is a public fund so they must not be subject to immigration control. Under the new PC rules both must now be of state pension age (and not subject to immigration control). The younger partner is now expected to work and keep their older spouse instead of the welfare state keeping both of them regardless of how young one of them is.

If the returning single pensioner has offspring (aged 18 & hoping to attend university), will the returning teenager be subject to the 'ordinarily resident' concept and be forced to pay a higher fee level than 'normal' Brit students?

Yes, unless you are lucky. The residence time is normally three years before starting. There are some exceptions, and some posters in the past have said that they got the British fees even though they had not been in the UK for three years.

it depends... on year to year, course to course, uni to uni... the rules are that you should be 3 years resident beforehand ie you have not come back to uk just for education purposes.. but if you can prove that you are temporarily overseas etc then you have a good chance of getting home status, also if you still have ties to the uk... it doesnt always work thou for some countries such as usa/oz etc
