Can I apply for a provisional licence ?
 
Hi,

my husband is here on spouse visa, he has been here for 4 months, is he able to apply, or needs to be here 185 days?

I’m pretty sure he can apply for a provisional licence. The 6 month limit is for taking a driving test and getting a full licence. Hopefully someone will be along and confirm this is the case for someone here on a spouse visa.
