AFAIK it's illegal (or at least against every airline's policy) to export plane tickets - meaning it would be illegal for someone to buy a ticket in the UK at UK prices and then send it to Dubai for someone else to use. There's nothing illegal about someone in Dubai buying a UK-Dubai-UK plane ticket from a British website, as long as they then travelled to the UK in order to use it.
Many online travel booking sites enforce this sort of thing by insisting that you can only book flights with a credit card issued in the relevant country, e.g. you can only book flights on the American Expedia site if you have a credit card registered at an American address, you can only book flights on the UK Expedia site with a UK credit card, etc.

The most important thing that airlines and ticketing staff look for is the "record locator";an alpha-numeric code,usually in 8 letters...That code is the key to that ticket...The system will not flag your name if it is mentionned twice, for example,as there can be many people who have the same name/surname,eg Alan Smith...

I do something similar all the time. It's outrageous that DXB-LGW-DXB is way more expensive than the other way around.
I live here & have long dated LGW-DXB-LGW tix for my regular busines trips back to UK. In fact I'm off agaon tomorrow *sighs*
