Yep, he is absolutely right. And there are no loans skips either. They all pay off their loans and credit cards fully, before leaving.

its clear that the thousands have cars that have been dumped are those dumped by locals flying away for vacations or business trips. they have tired of them and have bought new ones once they returned home. A sign that all is smelling of Roses in Dubai.
