Travel to Qatar and UAE bank default

I have a friend who has bank default in UAE and he wants to visit Qatar(GCC country). Will he face problem at Qatar immigration?

PLEASE ASSIST.....

Why should he? Qatar and the UAE are completely different countries. If he decided to visit the UAE however, that would be a different kettle of fish. I may be wrong but that's my take on the issue, for what it's worth.
