take the higher pay that’s more secure. High pay is the primary reason to be an expat.

You may not have a 30 day notice period if you're in your probation period anyway. Unless they're paying your relocation expenses, there's no real need to worry too much about jumping ship so quickly, plus if they're a Big 4 consultancy, there shouldn't be too much disruption to their operations.

I'd tell them right from the start, why go through the process only to leave. Tell them what's happened and take the new job, they can't expect you to hang around just in case they might be able to employ you.
Sounds like they'd drop you in a heartbeat later too
