Sound proofing my windows!!!

Sound proofing my windows!!!
I have tried the earplugs but they really do hurt my ears..
Tried calling the muncipality/noise department, they are completely useless!
The construction work (sometimes 24hrs) just outside my window is killing me! please help, I need solutions, I have thought of boarding up my bedroom window but I dont know if that will make much difference.... any suggestions?

One of my friends recently bought a slab of dense 6 inch foam - cut it to size and placed it in the window space - said it worked a treat - plus it was a great sunlight blocker.
