shipping: which documents are required?

Hi to all,
another question about shipping personal items: which documents are required?
I've heard that we must produce the following documents (from an EU country), but I am not sure if the list is right or complete:
- passport copy
- residence permit in Qatar
- list of items
- bill of landing or airway bill (documents produced by the shipping company)
- no objection letter from employer
- letter from consulate or embassy stating that we are moving to Qatar and that we are importing personal items
is the list correct? in particular, is the letter from embassy necessary?
other documents?

We are shipping sme things to Qatar and the shipping agent did not mention anything about requiring any of that list.

as far as I have understood, the letter from Consulate or the No objection letter are required in order not to pay import taxes on personal items. The shipping agent told us that these documents are not necessary for him, but for us in order to be able to clear the goods at the Doha custom. The shipping agent will only require us the list of items, necessary for inspections
