Too many vested interests from local sponsors . It's rhetoric to appease the international masses .

Just start by reducing the 2 year automatic ban down to 6 months and abolish the exit visa rule , that alone will free up movement of labour and allow expertise to be moved around more efficiently .

The sponsorship system and exit visa rules here are outdated and archaic but after living here you realise that it fits nicely with the local mindset !

Looks like they will make some minimum changes under pressure but not so as we can change jobs as per the UK. UAE made some changes a while ago that reduced the ban to six months. For a while I think you could also quit a UAE company and go and work in freezone like the DIFC - not sure if this is still the case.
