A dog should have a garden to run around in, not be cooped up all day.
And cats in a flat , well the dreaded litter tray that stinks even when it's well looked after, yuch

In fact, most vets recommend that cats not be allowed to roam free, and most breeders insist that they will only sell to you if you promise to keep the cat indoors and only allow it outside under supervision. There are just too many hazards out there for them, especially here in Dubai, where casual cruelty towards animals in the street is rife.

Best not to bring dogs out to UAE - it's certainly not a dog friendly place unless you live in a Palace! Many flats (called apartments in Dubai!) in UK do not allow certain animals and it's usually clear in the lease. I'm sure that this is not the case in UAE so it's bad for the existing tenants - I suppose they will have to put them in kennels (not sure if they even exist in UAE) until they find another place or simply return home .

The fact is dogs have been banned in JBR from day 1 so anyone who has a dog has been breaking the rules of their apartment; not sure about birds and cats etc but JBR really isn't a suitable place for any animals - it's barely suitable for humans!

I was certainly told they weren't allowed when I signed my tenancy along with no washing on the balcony and some other rules.

There is a difference between a landlord putting a "no pets" clause in a tenancy agreement and a developer saying "no pets for anybody, owner or tenant." The latter is more of a worry. I would have thought, once the property is finished, it is up to the management company (which is supposed to work for the owners) to impose restrictions like that, not the developer.
