Don't you need a UAE residence visa to open a bank account here?

Re: Open a bank account in Dubai
some banks let you open an account, HSBC for sure, but it's not a fully operational one, no cheque book, no credit card
although it maybe this is only possible when you have a letter from your employer stating that the residency is under process

8 years ago when we first arrived here - MeBank (now part of EmiratesNBD) allowed bank accounts with no residence visa... not sure about now, but it was possible once upon a time...

You do not need a residency visa to open a UAE bank account, but it will be a basic current account. ATM card only in many cases.
Why would you need/want to open an account before moving to the UAE?
