Default NOC query (UAE)

I have searched for info but haven't found the exact same circumstances.

What is the situation for someone leaving a private company to work for a government organisation when their current employer has a policy of not providing NOCs? Government organisations are exempt from most labour legislation, so can they over ride the need for an NOC?

No NOC is required. Even if a ban in place this can be lifted by the relevant Government Department

Working for Government can be easier since there is no labour card issue usually either.
