No visa renewal for people sharing accommodation in AD

Abu Dhabi confirmed on Monday that expatriates seeking a renewal of their residence visa must submit an attested tenancy contract with a valid utility bill, saying those sharing an accommodation would be rejected.
An official at the General Directorate of Residence and Foreigners Affairs in Abu Dhabi said the new rules issued last week apply to all expatriate families and bachelors, excluding those applying for a renewal of a visit visa
and more on link.
This is just not viable for so many people. Wonder how long they'll insist upon this?

Why do they never think through the consequences before making these announcements?

Presumably this doesn't include married couples, where obviously only one person will be named on the tenancy contract.

That was exactly the point that I was making! - 'Majlis Talk' is never thought through! No doubt they will accept a Spouse on a Tenancy Contract, but there will probably be a charge for doing so! - Lions being led by Donkeys!

I don't know what the sharing situation is like in Abu Dhabi, but I know it would make things very difficult for landlords and employers in Dubai. In areas like the Marina – and especially JBR – I have a feeling at least 40 per cent of occupied apartments are shared.
Most of those people are paying circa-AED3000 a month, all in. How many places are there that in this area that you could get for around AED28,000 a year, which is roughly how much they're paying the equivalent of without DEWA.

A different angle - if more people are forced to take accommodation in their own name, more places will be needed - therefore, is this an attempt (misguided, albeit) to shore up property prices?

I think it's an initiative to force people out of illegal lets and into "commercial" accommodation. There's a lot of people who are living in "gifted" villas - given by the government for Emiratis only to live in - and this will be bad news for them.

Which ironically isn't going to work. People are living in those sorts of accommodations precisely because they can't afford to live in their own houses/apartments because prices are already too high.
