Despite Citibank always telling me to pay in local currency and they'll give a better rate?

I always forget which way to do it.

correct, always pay in the local currency and let the credit card company do the conversion. Otherwise the payment processor who owns the terminal does it and will screw you on the rates. It’s called DYnamic currency conversion and it’s a very profitable business
