Are there any countries round here where you don't have to post banns before tying the knot?

I live in Dubai, I merely work in the Magic Kingdom
But Dubai does require notice of the marriage to be posted at the British embassy - more or less the same as banns. And my, uh, friend isn't willing to go through a Church wedding (and neither is the other half - though if it were a choice between a Minister and Elvis...)
