think you can hire them at the Jazira Resort just across the border into Abu Dhabi

I think you can use them at the sailing club in umm al quain. This is the new ski club that used to be on the Creek.

You could go along to the Kempinski in Ajman.
They have jet skis on the beach, i've done it a few times. Cant remember the prices though.
You would have to pay to use the facilities at the hotel - around 200dhs per person but if you were making a day of it by the pool/beach you might enjoy it.

There's also (well used to be) someone who offers jet skis on the public beach in Ajman. Have no idea of the cost. Not much help I know

I'm pretty sure you can rent them out at Al Ghantoot on the way to AD. About 30 mins away from the marina.
