There is one in Jumeriah Mall in Jumeriah 1, past Mercato before u get to the big Spinneys or petrol station and I believe there is a fancy dress shop in City Center.

There is also one in satwa somewhere can't remember exactly where but remember getting a flyer for it a year or so ago

There defo isn't one in Jumeirah Plaza or Jumeirah Centre. There is a shop in Beach Centre (the one with Automatic and Burger King) which sells wigs and some fancy dress stuff...not sure if they do the full monty though...
