Go to the Exhibition Halls (near the Trade Centre on SZR) and watch football all what you want. It will cost you 10 dirhams and you can scream all the way to London. Fans (boys and girls) are crazy as well especially if you watch Brazil playing. Make sure to arrive 20 minutes before the start.
When you leave, try to get out 10 minutes before the match finishes because a lot of people hooting, walking, maybe dancing as well will be in your way.
You really need to shut up in Dubai, but not in all Dubai. You need to shut up in designated areas. What is wrong with that. Sorry I didn't mean you personally.

No celebrating during the world cup, no smoking in public...coming soon - no talking or drinking in bars!
How on earth you would be able to tell who is beeping horns in celebration of the world cup when you have a number of people in Dubai who seem to be paid to sound their horn every 30 seconds anyway is beyond me.
